Commercial Support

NHS Wales Informatics Service (NWIS) is an NHS Wales organisation tasked with delivery of an information management and technology (IM&T) strategy, procurements, national digital infrastructure and contract management to support health and social care across Wales. 

NWIS has been progressively undertaking a series of pan-Wales procurements and required commercial consultancy support to assist it.

Andrew Hartshorn of In-Form Solutions has successfully acted as the Commercial Advisor/ Lead Negotiator, while also directing a small team of other consultants supporting commercial, financial and change management work, working closely with external legal advisors and internal staff.

The procurements have included:

• National Laboratory solution reprocurement (2019-ongoing)
• Wales-wide Hospital Pharmacy solution (2018-2019)
• Wales-wide GP Clinical systems reprocurement (2017- 2019)
• NHS Wales 111 digital platform and services (2017-2019)
• Wales-wide Community, Mental Health & Social Care solution (2013-2015)
• National Emergency Care Clinical solution (2013-2014)
• Wales-wide GP Clinical systems (2011-2013)
• National PACS/ Clinical Imaging (2010-2012)
• National Laboratory solution (2009-2010)
• Andrew also acted as Strategic Advisor for the NHS Wales Digital Maturity Assessment (2016-17).

For all procurements completed, NHS Wales has achieved a more robust contract, better performance, lower charges and overall savings when compared against legacy arrangements, up to 45% of existing spend.
