Person Level Information Costing System (PLiCS)

The Government of Jersey Health and Community Services was interested in seeing whether a Person Level Information Costing System (PLiCS) would be beneficial to implement and commissioned In-Form Solutions to provide the specialist support that would enable it to make this decision.

In-Form Solutions provided technical costing advice and expertise and project support to the development of the new PLiCS across all services, including acute, ambulance, community health services, social services and mental health services.

We initially supplied consultancy support to assess the feasibility of implementing a PLiCS system by reviewing activity and coding systems and processes, as well as the financial ledgers and systems. In-Form Solutions then developed the outline business case, undertaking consultation with key stakeholders in order to do so, presenting this alongside the feasibility report.

The Project Board approved the feasibility report and the business case and authorised the procurement of a PLiCs system. In-Form then managed the procurement of the PLiCs solution, including the associated implementation resources.

The key activities and deliverables included:

• Production of a Feasibility Study for implementing PLiCS.
• Completion of a business case which got Board approval.
• Facilitating the planning and procurement of a new PLiCS system.
• Implementation of a new PLiCS system.
• Production of unit costs and first cut benchmarks.
• On-going financial support and contacts.

The outcomes:

The Government of Jersey has benefited from a system that provides accurate costs at all levels, which in turn enables internal and external comparisons and variations between them to be identified. The investigation of variation has helped to target service areas where further investment was required or where there has been scope for improving efficiency and productivity.
